Transparency and redaction policy for grant funded development costs March 2012
Background
Under the terms of the 2011-15 Grant agreement entered into with the Homes and Communities Agency (HCA), Origin Housing is required to;
- Publish details of all expenditure over £500 on housing development projects in the London area funded with Social Housing Grant from the 2011-15 grant round
- Prepare and approve a Redaction policy in connection with (a) above
Detailed policy
Origin Housing will publish on its website each quarter, the following details relating to each payment over £500 to third parties that is directly attributable to development projects funded by Social Housing Grant from the 2011-15 round;
- Date
- Amount in pounds sterling
- Payee
- Reason for payment ( based on account codes used for analysing the expenditure)
These details will be posted to the website within one month from the end of each quarter.
Exclusions
No details will be published of overhead or other allocated costs ( previously more widely known as development allowances) relating to the grant funded development projects eg allocations of salary, office rental, office cleaning costs etc
No details of financing costs will be published.
Where disclosure will result in the betrayal of a commercial confidence, or prejudice a legitimate commercial interest the association reserves the right to redact that transaction in whole or in part.
No further details of expenditure will be published beyond that which is already collected for management information purposes
Published expenditure
As part of our transparency policy Origin Housing will publish any expenditure in excess of £500 on a quarterly basis. Each quarters expenditure will be available on both this 'Transparency policy' page and in our media library for ease of access. Please note in Q4 of 2012 there was no recorded expenditure beyond the £500 threshold so the first published figures will be for Q1 2012
